Is there a way to determine the build date from the serial number?

In a word, no. You can get a good idea of the build year for the newest instruments, with serial number tags on the headstock. Anything with a serial number "CL" followed by numbers will be from '97 or '98. Otherwise, the all you can tell without removing the neck is whether the guitar is pre-'98 (serial number on a three-bolt neck plate) or post-'98 ("CLF" serial number on the back of the headstock).
Someone who is more knowledgeable about recent G&Ls could give better info on instruments with a serial number tag.
