Truss Rod.

I have a 2012 legacy I recently purchased second hand. It had 12's on it and the action was really high. The truss rod was cranked down as tight as you could get it but the action was still high. I replaced the strings with 10 46 strings and the truss rod is still tight but the neck is now at .013. I'd like to get it a little lower but there's no more tightening the truss rod, is there anything I can do to get it a bit lower?

A couple things:
-shim neck
-Assuming you have the DFV bridge, lower the two pivot bolts (but make sure they are the same height)
